THE DEPARTMENT OF MINERAL RESOURCES AND ENERGY HAS ISSUED REQUEST FOR PROPOSALS FOR THE PROCUREMENT OF AN INTEGRATED SYSTEM FOR THE MANAGEMENT OF THE LICENSING VALUE CHAIN

The Department of Mineral Resources and Energy (DMRE) has commenced with the procurement process of a new modern system that seeks to simplify and improve efficiency in the rendering of services to the investors in the mining industry and the public.

In line with the Economic Reconstruction and Recovery Plan, the Department seeks – through the system – to ensure provision of reliable and precise information on the location of exploration and mining rights. The system is expected to provide a technology layer that is responsive and allows for modern workplace functionality, transparency, easily accessible by the users and to ensure compliance with our legislations. We believe this will reduce the turnaround time in the process of granting exploration and mining rights.

The fundamental objective of this system is to attract investment in the mining sector and to grow the economy. The system further seeks to provide a seamless interface for investors through the licensing value chain, including other government entities and partners for optimum development and management of the sector.

The process for the procurement of the system through the State Information Technology Agency (SITA) has commenced. The process for the appointment of a service provider is expected to be completed by the end of October 2021. The procured system is expected to provide a one-stop-shop solution where services rendered by the DMRE can be accessed, monitored and maintained. Thus, the system must be compatible with the DMRE’s current suite of Microsoft based systems, which include the standardized Geographic Information System (GIS) for spatial data management by ESRI with which it must interface.
